  - In META.{yml,json}, point to public bug tracker
  - Correctly classify ExtUtils::ParseXS dependency as a recommendation rather
    than a requirement
  - Avoid some compiler warnings
- Classify buildreqs by usage
- Drop legacy spec file elements: %defattr and Group: tag
- Make %files list more explicit
